About this opportunity
The Greater Orlando Aviation Authority (GOAA) is seeking Statements of Qualifications (SOQs) from contractors to provide Continuing Signage Construction Services (W-00515) for Orlando International Airport, Orlando Executive Airport, and other GOAA facilities. The procurement involves comprehensive signage construction services, including design layout, fabrication, programming, and installation of new and replacement wayfinding signage across interior, exterior, roadway, and public facility environments. Specific deliverables include static and dynamic signage solutions, network installations, sign power requirements, interactive signs, video walls, and emerging messaging technologies. Contractors must be Florida-licensed Specialty Sign Contractors with demonstrated experience in similar public entity contracts within the last 5 years. Key procurement dates include a pre-submittal conference on January 30, 2025, with proposal responses due by February 21, 2025, and tentative board approval scheduled for May 21, 2025. Evaluation will likely focus on technical capabilities, past performance, and compliance with project requirements.
The contract will be a non-exclusive "no cost" Master Agreement with specific provisions for Minority and Women Business Enterprise (MWBE), Local Developing Business (LDB), and Veteran Business Enterprise (VBE) participation. Projects under $300,000 may be directly negotiated, while projects over $300,000 will be competitively bid among the pool of continuing signage contractors. All projects exceeding $250,000 require Aviation Authority Board approval. The agreement includes comprehensive insurance requirements, with minimum policy limits of $5,000,000 for commercial and contractual general liability, and mandates use of the U.S. Department of Homeland Security's E-Verify system for employment eligibility verification. While no specific incumbent vendor is mentioned, the contract structure allows for multiple contractors to be selected. Individual project values are limited to construction costs not exceeding $7,500,000, with compensation determined through various methods including lump sum, not-to-exceed, and unit price bids to accommodate different project requirements.
