BIM deliverables must conform to Broward County standards using Autodesk Revit 2025 or higher, with native formats and IFC2x4 or higher standards; the County retains ownership of all digital deliverables.
The estimated study, program, design, and construction administration budget is $7,500,000. Evaluation is weighted 100 points: professional personnel ability (30 points), project approach and methodology (30 points), past performance (15 points), current workload capacity (5 points), location certification status (5 points), volume of previous work with Broward County in the past five years (3 points), and commitment to time and budget requirements (2 points). Pricing is not considered in technical evaluation and is negotiated after qualification and ranking are complete. Professional General Liability insurance ($1 million per occurrence / $2 million aggregate), Professional Liability/Errors & Omissions ($2 million per occurrence / $4 million aggregate, $100,000 maximum deductible), and Automobile Liability ($500,000 combined) are required with Broward County named as additional insured. Vendors must submit a minimum of three non-Broward County references with project details and performance ratings. Security requirements apply for personnel accessing Port Everglades facilities, including background checks and permanent restricted-access badge requirements for those visiting more than 15 times in 90 days; TWIC credentials are required for secure area access.
