Scope of Services

Consulting Services for Cruise Terminal Parking Structure(s) – Port Everglades

Port Everglades, Seaport Engineering & Construction Division, is seeking an architectural and/or engineering professional design consultant for the development of a new multi-level cruise terminal parking garage facility within Port Everglades (Port). The purpose of this project is to provide adequate parking capacity to support cruise terminal operations, improve vehicular circulation, and enhance passenger access to cruise terminals within the Port.

The design may include provisions for future expansion, allowing for the addition of parking levels or horizontal expansion, or structural capacity to meet long-term operational demands. The consultant will ensure that all planning and design efforts align with the Port Everglades Master Vision Plan and consider future integration with the projected Airport–Seaport–Convention Center Connector system, which may be connected directly or through the Port. The parking structure is to be designed and constructed to achieve LEED Certification, incorporating sustainability, energy efficiency, and environmental responsibility as key design objectives.

The scope of services includes, but is not limited to: (1) preparing a feasibility study to evaluate current and future parking demands using existing Port data and projected growth in port operations and vessels calls as outlined in the Port Everglades Master/Vision Plan 2024 Update;

(2) analysis and evaluation of: roadway alignment, capacity, ingress and egress conditions, interface with adjacent cruise terminal ground transportation areas, and impacts of future cruise terminal renovations/expansions on parking and traffic circulation; (3) a comprehensive programming study beginning with the evaluation of potential site locations; (4) a full design process, including preparation of CDs; (5) construction administration services and construction engineering inspection services; and (6) post-construction warranty inspections, using the prime vendor’s or subconsultant’s staff, as required to complete the project. All work must be coordinated with Port Operations, Security, and Seaport Engineering & Construction to minimize disruption to cruise terminal activities during design and construction.

The project will be developed in the following phases:

A. Phase 1 – Feasibility Study

Based on the current Port Everglades Master Vision Plan, Port’s existing and projected data, and site investigations, the consultant will conduct a Feasibility Study to determine the most suitable location or locations for parking garage(s) to support cruise activity within Port Everglades. The study will analyze parking demand at each terminal, including terminal support staff and cruise passenger vehicles. The consultant shall review passenger and provisioning vehicle circulation, pedestrian circulation, connectivity to nearby cruise terminals and the projected Airport-Seaport-Convention Center Connector system to inform the recommendation.

The study will also address how the future garage(s) can provide a more efficient and accessible flow for passengers, supporting both current and anticipated future demands.

Strategies and conceptual solutions to achieve this connectivity goal are to be developed and evaluated as part of the Feasibility Study. The consultant shall examine access points, roadway alignment, existing infrastructure, and utilities to identify potential constraints.

Recommendations shall include the preferred site location or locations, parking capacity, number of stories, structural provisions for future vertical or horizontal expansion. The findings and recommendations must be presented in a comprehensive feasibility report with graphical conceptual site alternatives, preliminary layouts, and cost analyses for Port review and approval.

B. Phase 2 – Programming and Conceptual Design

Following acceptance of the feasibility study, the consultant shall develop the project program and conceptual design consistent with the approved recommendations and selected approach.

This phase will define spatial requirements, establish operational layouts, and produce conceptual architectural and structural designs that integrate efficient vehicle and pedestrian circulation, Americans with Disability Act (ADA) accessibility, emergency access, and revenue control systems. Preliminary cost estimates and schedules will be prepared for Port review and direction.

C. Phase 3 – Construction Documents (CDs)

During this phase, the consultant will advance the design to a higher level of detail for all required disciplines while maintaining compliance with all applicable codes and standards. A Building Information Model (BIM) will be developed in coordination with County/Port standards.

The consultant will submit 30%, 60%, 90%, and 100% design packages for Port review and approval, with updated schedules and cost estimates for each phase of design development.

The consultant will prepare complete, signed, and sealed construction documents and technical specifications suitable for permitting and bidding. The consultant shall coordinate with local, state, and federal regulatory agencies and obtain all required approvals from the Authority Having Jurisdiction (AHJ).

Final deliverables must include permit-ready drawings, technical specifications, and final BIM and Computer Aided Design (CAD) files in accordance with County/Port standards.

D. Phase 4 – Permitting, Bidding and Procurement Support

During the bidding and procurement process, the consultant will provide technical support by responding to bidders’ inquiries, preparing addenda, and clarifying design intent. If any revisions are needed to the Construction Documents during the contractor’s permitting process, the design consultant shall amend the drawings as necessary to obtain approvals from the AHJ. The consultant will assist the Port in evaluating contractor proposals for compliance with design and technical requirements and participate in pre-bid meetings.

Following receipt of bids, the Consultant shall provide a bid analysis report.

E. Phase 5 – Construction Engineering Inspection (CEI) and Construction Administration (CA)

During construction, the consultant will provide construction engineering inspection and administration services, including reviewing shop drawings, submittals, and requests for information. The consultant will attend progress meetings, conduct site visits to observe construction for general conformance with the design intent, and assist in resolving field issues.

Responsibilities also include reviewing contractor pay applications, supporting project closeout, and providing record drawings and final BIM/CAD updates. Assistance during testing, commissioning, and system turnover, as required by the Port.

F. Phase 6 – Warranty Inspection

Approximately eleven months after substantial completion, the consultant will conduct a warranty inspection to verify the performance of materials and systems and to identify any deficiencies covered under warranty. A written report summarizing findings and recommended corrective actions will be submitted for Port review and follow-up with the contractor prior to warranty expiration.

All services described in this scope must comply with the most current editions of the Florida Building Code, the Florida Accessibility Code for Building Construction, the Florida Fire Prevention Code (NFPA 1 and 101), ADA Standards for Accessible Design, OSHA Regulations, the Broward County Land Development Code, all applicable local, state, and federal requirements, and the Port Everglades Design Guidelines.
