About this file

This is an evaluation criteria document for a consulting services solicitation issued by Broward County Seaport Engineering & Construction Division/Port Everglades Department in Florida for architectural and engineering design services for a multi-level cruise terminal parking structure. The solicitation seeks a qualified prime vendor and subconsultant team to provide feasibility studies, design services, permitting support, and construction administration services for the parking garage facility. The project must coordinate with the planned Airport-Seaport Convention Center Light Rail Transit system and comply with applicable codes and standards. The evaluation is based on a 100-point scale with major emphasis on the ability of professional personnel (30 points), project approach and methodology (30 points), and past performance (15 points). The prime vendor must demonstrate at least three comparable projects completed within the past five years, with specific experience in multi-level parking garages, transportation facilities, port infrastructure, Building Information Modeling, phased planning to maintain operations, and sustainable design practices. The estimated study, program, design, and construction administration budget is $7,500,000.00, and vendors must confirm their commitment to meeting identified time and budget requirements.

Additional evaluation criteria assess the prime vendor's current workload and ability to manage concurrent projects (5 points), location certification status (5 points), volume of previous work with Broward County within a five-year period (3 points), and willingness to meet time and budget requirements (2 points). The location certification scoring ranges from 0 to 5 points based on the vendor's business location classification. Volume of Previous Work points are calculated by subtracting confirmed payments made to certified County Business Enterprise subconsultants from total amounts paid to the prime vendor by Broward County, with 3 points allocated for vendors paid $0–$3,000,000, 2 points for $3,000,001–$7,500,000, 1 point for $7,500,001–$10,000,000, and 0 points for vendors paid over $10,000,000. The solicitation is subject to the Consultants' Competitive Negotiation Act, County Business Enterprise participation goals, and various local regulations that may not apply if the award is issued on or after September 30, 2026.
