About this opportunity
The City of Gainesville is soliciting construction manager services via a formal Request for Proposal (RFP) to oversee a two-phase Federal Transit Administration (FTA)-funded bus stop improvement program totaling 178 bus stops across the city. Phase 2 encompasses plan packages 1-5 with improvements at 95 bus stops under a construction budget of $1,050,204.58, while Phase 3 includes plan packages 6-10 covering 83 bus stops funded at $851,344.45, with Phase 3 contingent upon receipt of additional FTA funds within four months of construction contract execution. The construction manager will provide comprehensive oversight, inspection services, ADA compliance review, permitting coordination, documentation management, and closeout support for all construction activities. Qualified respondents must hold a bachelor's degree in construction management, engineering, or a related field; maintain a current Florida professional license (PE, Architect, or Certified Contractor); and demonstrate at least five years of extensive construction management experience on similar projects. The RFP was released May 11, 2026, with a question submission deadline of May 26, 2026 at 11:59 p.m., a required pre-solicitation meeting (strongly recommended), and a proposal due date of June 17, 2026 at 3:00 p.m. Evaluation emphasizes technical qualifications and capability to meet time and budget requirements as primary criteria, with pricing as a secondary consideration; however, pricing submissions are non-negotiable and any proposal exceeding the combined budget ceiling will not be evaluated.
This procurement contains restrictions requiring certification of non-debarment status, federal tax liability compliance, and lack of felony convictions within the preceding 24 months. Bidders claiming Disadvantaged Business Enterprise (DBE) status must be currently listed in the Florida Unified Certification Program (UCP) Disadvantaged Business Enterprise Directory maintained by the Florida Department of Transportation (FDOT). The contract requires compliance with numerous federal and state mandates including the John S. McCain National Defense Authorization Act prohibition on certain telecommunications equipment, Florida's E-Verify employment verification requirements, anti-human trafficking provisions, and restrictions on contracting with designated foreign countries of concern. Respondents must submit numerous required certifications including debarment certification, drug-free workplace certification, anti-lobbying certifications (with Disclosure of Lobbying Activities form if applicable), contractor responsibility certification, and a consolidated state law affidavit. The combined budget for construction manager services across both phases is limited to $190,154.90, with bidders required to submit firm pricing separately for Phase 2 and Phase 3; the City reserves the right to conduct background investigations, negotiate contract terms with selected proposers, and reject all proposals if deemed appropriate. The contract will establish payment terms of net forty-five days and requires the contractor to maintain workers' compensation insurance, professional liability insurance, public liability insurance of $1,000,000.00 per occurrence, and automobile liability insurance of $500,000.00 per occurrence.
