About this file
This is a Certification and Restrictions on Lobbying form required by the City of Gainesville, Florida for the Construction Manager Services for Bus Stop Improvements Project, which is funded with Federal Transit Administration (FTA) dollars. The City of Gainesville is implementing a multi-phase bus stop improvement program, with Phase 2 encompassing plan packages 1-5 covering improvements at 95 bus stops under a total construction budget of $1,050,204.58, and Phase 3 including plan packages 6-10 with improvements at 83 bus stops funded at $851,344.45. The City seeks a Construction Manager to provide oversight, inspection, ADA compliance review, permitting coordination, documentation management, and closeout support for all construction activities. Bidders must submit firm pricing separately for each phase, with the combined Construction Manager Services budget for both phases limited to $190,154.90; submittals exceeding this amount will not be evaluated or considered for award. Phase 3 is contingent upon the availability of additional FTA funds received within four months from execution of the construction contract.
The Certification and Restrictions on Lobbying form requires the bidder's authorized official to certify that no Federal appropriated funds have been paid or will be paid to influence any officer or employee of an agency, Member of Congress, or Congressional employee in connection with the Federal contract. If non-Federal funds are used for lobbying purposes in connection with this Federal contract, the bidder must complete and submit Standard Form-LLL, "Disclosure Form to Report Lobbying." The certification must be included in all subaward documents at all tiers, and all subrecipients must certify and disclose accordingly. Submission of this certification is a prerequisite for entering into the transaction as imposed by 31 U.S.C. 1352. Failure to file the required certification subjects the bidder to civil penalties ranging from not less than $10,000 to not more than $100,000 for each failure.
