About this opportunity
The City of Lakeland, Florida is requesting qualifications from Construction Manager at Risk (CMAR) service providers to replace control structure gates at Se7en Wetlands located in Polk County. The project involves installing five electronic sliding gates with stainless steel blade assemblies, manual operators, and electric motor actuators at existing weir control structures (numbered 3 through 11) to enable remote water flow manipulation and level management throughout the treatment wetland facility. Key deliverables include gate design compliance, installation coordination, safety management, and project execution while managing the critical infrastructure challenges associated with working around high control structures and flowing water. Required qualifications include licensure, experience and references demonstrating prior control structure or similar infrastructure work, insurability and bonding capacity, strong organizational and project management capabilities, and qualified key project personnel with relevant expertise. The evaluation will be conducted on a 100-point scale assessing required components and licensure (9 points), experience and references (7 points), insurability and bonding capacity (9 points), organization and management (12 points), key project members' qualifications (12 points), project approach (25 points), scheduling and cost control (5 points), site familiarity (5 points), commitment to time and budget (5 points), minority business enterprise status (3 points), prior work volume with the City (3 points), resource availability (4 points), and adequacy of professional personnel (4 points). The Request for Qualifications was posted April 6, 2026, with a non-mandatory pre-proposal meeting scheduled for April 15, 2026 at 2:30 p.m. at the Se7en Wetlands site, written questions due by April 27, 2026 at 5:00 p.m., and qualifications submissions due electronically through the OpenGov e-Procurement Portal by May 6, 2026 at 2:00 p.m. In compliance with the Florida Consultants' Competitive Negotiation Act, pricing shall not be included in initial qualifications submissions.
Local vendors meeting specific criteria may qualify for local preference consideration, including those maintaining a physical business location within Lakeland Electric's service territory for at least 12 consecutive months and providing a valid local business tax receipt. Minority Business Enterprise status is evaluated as part of the selection criteria. All respondents must submit required certifications and affidavits addressing drug-free workplace status, suspension and debarment, public entity crimes, conflict of interest, E-Verify compliance, scrutinized companies, and human trafficking affidavit requirements, along with evidence of current insurance coverage demonstrating minimum coverage of $1,000,000 single limit commercial general liability, business auto liability, and excess liability coverage. Selected contractors will be required to furnish a public construction bond equal to the contract price and comply with all applicable OSHA standards and City of Lakeland safety requirements, including Process Safety Management documentation and Pre-Work Safety Assessment completion. No incumbent contractor or specific budget range is identified in the procurement documents, though the project scope and technical specifications outlined in the design package prepared by Geosyntec Consultants (project number FW11754.02, completed December 2025) provide comprehensive guidance for proposal development. The City reserves the right to waive technicalities, reject any or all qualifications, and award to one or more respondents based on best interest determination, with final contract performance to be governed by the City's standard contract form and comprehensive indemnification, safety, and compliance requirements.
