About this file

This is a Request for Qualifications (RFQ) document issued by the City of Lakeland, Florida, for Construction Manager at Risk (CMAR) services to replace control structure gates at Se7en Wetlands in Polk County. The project involves the installation of five electronic sliding gates with stainless steel blade assemblies, manual operators, and electric motor actuators at existing weir control structures (numbered 3 through 11) to enable remote water flow manipulation and level management. The RFQ was posted on April 6, 2026, with a non-mandatory pre-proposal meeting scheduled for April 15, 2026, at 2:30 p.m. at the Se7en Wetlands site located at 4025 St. Road 60 E., Mulberry, Florida 33860. Written questions are due by April 27, 2026, at 5:00 p.m., and qualifications submissions must be submitted electronically through the OpenGov e-Procurement Portal by May 6, 2026, at 2:00 p.m. The evaluation will be conducted on a 100-point scale assessing required components including licensure, experience and references, insurability and bonding capacity, organizational and management capabilities, key project personnel qualifications, project approach, scheduling, site familiarity, commitment to timelines and budget, minority business enterprise status, prior work volume with the City, resource availability, and adequacy of professional personnel.

In compliance with the Florida Consultants' Competitive Negotiation Act, pricing shall not be included in initial qualifications submissions. Local vendors meeting specific criteria may qualify for local preference consideration, including those maintaining a physical business location within Lakeland Electric's service territory for at least 12 consecutive months with a valid local business tax receipt. Minority Business Enterprise status is evaluated as part of the selection criteria. All respondents must submit required certifications addressing drug-free workplace status, suspension and debarment, public entity crimes, conflict of interest, E-Verify compliance, scrutinized companies, and human trafficking affidavits, along with evidence of current insurance coverage demonstrating minimum coverage of $1,000,000 single limit commercial general liability, business auto liability, and excess liability coverage. Selected contractors will be required to furnish a public construction bond equal to the contract price and comply with all applicable OSHA standards and City of Lakeland safety requirements. The design package for the project was prepared by Geosyntec Consultants (project number FW11754.02, completed December 2025) and provides comprehensive guidance for proposal development.
