About this file
This Pre-Proposal Meeting Sheet documents vendor attendance for the City of Lakeland, Florida's Request for Qualifications (RFQ 2026-032) for Construction Manager at Risk (CMAR) Services to replace control structure gates at Se7en Wetlands. The non-mandatory pre-proposal meeting was held on April 15, 2026, at 2:30 p.m. at the Se7en Wetlands site in Polk County. Five vendors registered for the meeting: PACC Company, Thalle Construction Company, Van Linda Iron Works, Inc. (with two attendees), and AD Morgan. Of these registered vendors, two confirmed their attendance as present: Van Linda Iron Works, Inc. and AD Morgan, both marked present on April 15, 2026. The project involves installing five electronic sliding gates with stainless steel blade assemblies, manual operators, and electric motor actuators at existing weir control structures to enable remote water flow manipulation and level management. Written questions are due by April 27, 2026, at 5:00 p.m., and qualifications submissions are due electronically through the OpenGov e-Procurement Portal by May 6, 2026, at 2:00 p.m.
In accordance with the Florida Consultants' Competitive Negotiation Act, pricing shall not be included in initial qualifications submissions. The evaluation will be conducted on a 100-point scale assessing required components and licensure, experience and references, insurability and bonding capacity, organization and management, key project members' qualifications, project approach, scheduling and cost control, site familiarity, commitment to time and budget, minority business enterprise status, prior work volume with the City, resource availability, and adequacy of professional personnel. Local vendors meeting specific criteria may qualify for local preference consideration if they maintain a physical business location within Lakeland Electric's service territory for at least 12 consecutive months and provide a valid local business tax receipt. Selected contractors must furnish a public construction bond equal to the contract price and maintain minimum insurance coverage of $1,000,000 single limit commercial general liability, business auto liability, and excess liability coverage. The design package was prepared by Geosyntec Consultants (project number FW11754.02, completed December 2025) and is available to guide proposal development.
