About this file
This is a Request for Qualifications document from the City of Lakeland, Florida, for Construction Manager at Risk (CMAR) services related to the replacement of control structure gates at Se7en Wetlands. The project involves designing and installing five electronic sliding gates with stainless steel blade assemblies, manual operators, and electric motor actuators at existing weir control structures (numbered 3 through 11) to enable remote water flow manipulation and level management throughout the treatment wetland facility. A non-mandatory pre-proposal meeting is scheduled for April 15, 2026 at 2:30 p.m. at the Se7en Wetlands site. Written questions must be submitted by April 27, 2026 at 5:00 p.m., and qualifications submissions are due electronically through the OpenGov e-Procurement Portal by May 6, 2026 at 2:00 p.m. The City posted the Request for Qualifications on April 6, 2026. No specific award date or contract term information is provided in the document.
In compliance with the Florida Consultants' Competitive Negotiation Act, pricing shall not be included in initial qualifications submissions. Evaluation will be conducted on a 100-point scale assessing required components and licensure, experience and references, insurability and bonding capacity, organization and management, key project personnel qualifications, project approach, scheduling and cost control, site familiarity, commitment to time and budget, minority business enterprise status, prior work volume with the City, resource availability, and adequacy of professional personnel. Local vendors maintaining a physical business location within Lakeland Electric's service territory for at least 12 consecutive months may qualify for local preference consideration. Selected contractors must provide evidence of current insurance coverage with minimum $1,000,000 single limit commercial general liability, furnish a public construction bond equal to the contract price, and comply with all applicable OSHA standards and City safety requirements. No incumbent contractor or specific budget range is identified in the procurement documents. The design package was prepared by Geosyntec Consultants (project number FW11754.02, completed December 2025).
