The selected firm will assume responsibility for all labor, materials, equipment, coordination, scheduling, subcontractor management, and construction activities in accordance with County plans, specifications, and applicable codes. A mandatory site visit is required; the date is to be determined.

The top three shortlisted firms may be invited to oral presentations scoring an additional 100 points on understanding of project and firm qualifications (50 points), ability to provide services within schedule and budget (30 points), and managerial methods (20 points).

Proposals must be submitted in SF-330 format on OpenGov Procurement, limited to 100 pages, and include Florida business licensure documentation, professional certifications, insurance certificates, and references. The contract term is 26 consecutive calendar months from Notice to Proceed. Submittals remain non-withdrawable for 120 days after opening. Written questions are due by a deadline to be determined. The County reserves the right to reject any or all submittals and cancel the entire solicitation.
