About this file

This file contains architectural design plans and renderings for the East Lake Community Library Phase II Expansion/Renovation project in Palm Harbor, Florida, prepared for the Pinellas County Board of County Commissioners, Construction and Property Management Department. The project encompasses an approximately 8,000 square-foot addition to the existing library building, consisting of a ground floor addition of approximately 3,650 square feet on the east end of the building and a second floor addition of approximately 4,350 square feet constructed above the new ground floor and over a portion of the existing 2017 structure. The preliminary architectural plans include detailed floor layouts for the first and second floors, a site plan showing expanded parking in the southeast corner with bioretention green stormwater infrastructure on the south side, and modifications to accommodate staff entrance, employee access, and shipping/receiving on the east side of the building. Key design features presented include an enlarged early childhood area on the first floor, a bank of study rooms to support private study and tutoring, an enlarged teen room with emergency exit, seating and vending areas in the lobby, and consideration of additional sustainability and resilience features.

The architectural renderings and plans identify several additional considerations for the project, including the potential for a two-level parking garage to further expand parking capacity, solar panels on the roof to reduce energy costs, and the library's potential role as a disaster relief center with backup generator capabilities. The selected Construction Manager at Risk will be responsible for all labor, materials, equipment, coordination, scheduling, subcontractor management, and construction activities necessary to complete the addition in accordance with the County's plans, specifications, and applicable codes. Project contacts include Lois Eannel, Library Director, and Anne Maire Nurnberger, Assistant Director, at the East Lake Community Library located at 4125 East Lake Road, Palm Harbor, Florida 34685.
