About this file
This is a pre-proposal meeting sign-in sheet for the Southeastern Pennsylvania Transportation Authority (SEPTA) related to Construction Management services for the 30th Street West Catenary Replacement Project – Phase 1A. The sign-in sheet documents attendees who participated in the non-mandatory pre-proposal meeting and site visit held on October 7, 2026, at 9:00 a.m. ET at SEPTA Headquarters. The underlying project involves construction management and inspection services for the installation of approximately 257 drilled catenary structure foundations (203 caisson-type catenary foundations and 54 caisson-type down guy foundations) within a 1.6-mile corridor from 30th Street Station to Kay Interlocking in Philadelphia. Proposals for this project are due November 5, 2026, at 4:00 p.m. ET, with work to be completed within 850 calendar days (approximately 29 months) from Notice to Proceed, which is anticipated to begin around April 1, 2027.
The contract will be awarded on a cost-plus-fixed-fee basis with a maximum total contract price, where fixed fees are capped at 10% of direct labor costs plus applicable overhead and 5% of subcontractor costs. No Disadvantaged Business Enterprise (DBE) participation goals have been established for this project, though SEPTA requests voluntary DBE information for internal reporting purposes. The selected Construction Manager will provide comprehensive services including geotechnical engineering oversight, archaeological monitoring coordination (due to ground-disturbing work within a former Quaker burial ground in use through 1851), safety management, quality control, document management via Trimble Unity Construct software, and stakeholder coordination with Amtrak, PennDOT, and the City of Philadelphia. Work is scheduled for overnight shifts from 7:00 p.m. to 3:00 a.m., Sunday through Thursday or Monday through Friday, with 20 available weekends requiring extended Friday 7:00 p.m. to Monday 3:00 a.m. shifts.
