About this file
This is a pre-proposal presentation document from the Southeastern Pennsylvania Transportation Authority (SEPTA) for RFP #26-00233-AKQC, soliciting Construction Management services for the 30th Street West Catenary Replacement Project - Phase 1A. The project involves managing the installation of 257 drilled caisson foundations (203 catenary structure foundations and 54 down guy foundations) within a 1.6-mile corridor from 30th Street Station to Kay Interlocking in Philadelphia, spanning 17 yard tracks and four mainline tracks serving multiple rail lines. Construction is scheduled from Spring 2027 through Summer 2029, with a contract duration not exceeding 850 calendar days (730 construction days plus 119 closeout days). The pre-proposal meeting occurred October 7, 2026, at 9:00 a.m. ET at SEPTA Headquarters (non-mandatory), with questions due October 16, 2026, by 4:00 p.m., answers issued October 26, 2026, and proposals due November 5, 2026, by 4:00 p.m. via hand delivery only. Proposers must submit separate packages: one Technical Proposal (40-page limit excluding specified forms) and one Cost Proposal, each with one hard copy and one electronic copy on flash drive.
The contract structure is cost-plus-fixed-fee with fixed fees restricted to 10% of direct labor costs plus overhead and 5% of subcontractor costs. No DBE participation goals are established; voluntary DBE information is requested for internal reporting only. The Construction Manager scope includes managing third-party coordination with Amtrak, PennDOT, and City of Philadelphia; pre-construction services; independent cost estimating; schedule, safety, quality, testing, commissioning, and document control management using Trimble Unity Construct software; and closeout activities. Work hours are nights and weekends only (Powelton Yard: 7:00 p.m.-3:00 a.m.; Mainlines: 10:00 p.m.-3:00 a.m.; weekends: Friday 7:00 p.m. to Monday 3:00 a.m.). Mandatory requirements include a licensed PE specializing in geotechnical engineering, archaeological monitoring coordination for a former Quaker burial ground, SEPTA and Amtrak Roadway Worker Protection Training, OSHA 30 certification, and displacement/vibration monitoring work plans. Conflict-of-interest restrictions prohibit the Construction Manager from serving as Design Engineer/EOR or as General, Electrical, or Mechanical Contractor. SEPTA provides on-site office space, trailer, and electricity; the consultant must furnish all office equipment, internet, conferencing capabilities, first aid supplies, fire extinguishers, toilet facilities with maintenance, and supplies. Evaluation criteria prioritize project approach, professional qualifications, project design team and organization, location knowledge, and experience verification.
