About this opportunity

The West Virginia Department of Administration Purchasing Division, on behalf of the Adjutant General's Office, issued CRFQ 0603 ADJ2600000024 for HVAC system replacement at the Logan/Mingo Armed Forces Readiness Center — a solicitation that has been cancelled as of July 16, 2026, via Addendum 2.

The project scope required complete removal of the existing HVAC system and installation of a Variable Refrigerant Flow multi-split system with Mitsubishi Electric and Trane equipment, including 7 outdoor units (capacities 96,000–168,000 BTU/h), 62 indoor units (ceiling cassettes, wall-mounted, and ducted configurations), 7 branch controllers, and approximately 2,839 linear feet of refrigerant piping. Contractors were required to provide all labor, materials, permits, electrical and natural gas connections, direct digital controls (ASI Controls or equivalent), independent air balance certification, eight hours of on-site staff training, and as-built drawings within 30 days of completion. All work must comply with Davis-Bacon and Related Act wage rates, domestic steel/aluminum/glass requirements, and Army Force Protection standards. Contractors were required to have successfully completed at least five similar HVAC projects and provide references demonstrating this experience.

The mandatory pre-bid meeting was scheduled for June 30, 2026, at the facility in Holden, West Virginia. Under Addendum 1, the technical question deadline was extended to July 10, 2026, and the bid opening was rescheduled to July 21, 2026, at 1:30 PM EST. Bids were to be submitted as firm fixed lump-sum amounts to the Department of Administration Purchasing Division in Charleston. A 5 percent bid bond was required at submission; apparent successful bidders were to provide 100 percent performance bonds and 100 percent labor/material payment bonds. Liquidated damages of $1,500 per day plus a one-time $1,250 Staff Judge Advocate review fee applied for missed completion dates. The contract award was to go to the lowest qualified responsible bidder and would continue until project completion.

Addendum 2, issued July 16, 2026, cancels the entire solicitation with no further modifications. All provisions of the original solicitation and prior addenda remain in full force and effect except as modified by the cancellation notice. Vendors must acknowledge receipt of all addenda, including Addendum 2, to avoid disqualification.
