Bidders must hold Utah state licensure as a Demolition Contractor (S310, formerly S460) and a licensed Abatement Contractor. The scope includes comprehensive asbestos and hazardous-materials abatement followed by complete demolition of all buildings and structures, utility capping, foundation removal, and site backfilling with engineered materials compacted to 95 percent standard Proctor. An asbestos survey identified ACM in the main building across multiple components—vinyl flooring tiles, carpet mastic, wall vinyl, and window glazing ranging from 0.25% to 20% Chrysotile content across approximately 65,000 square feet. Two portables (2113 and 4901) tested negative for asbestos. Base-bid quantities include 1,420 light ballasts, 5,480 fluorescent bulbs, 90 thermostats, and 65 fire door slabs and frames; unit pricing is required for all items with adjustments by change order for actual quantities.
Hazardous materials must be transported to designated landfills; on-site disposal is prohibited. A full-time Site Superintendent must be present whenever work is performed. Bidders must submit a Bid Bond for bids of $50,000 or greater and provide project experience documentation listing at least five comparable projects. All bidders and Site Superintendents/Project Managers must pass background checks for security badges. Bids are submitted electronically via the Utah Public Procurement Place (U3P/Bonfire) platform. Questions are due June 19, 2026 at 2:00 p.m. Mountain Time. GSD Board approval is anticipated at the July 7, 2026 board meeting, with final award contingent on that approval. Bid validity extends for 60 days from the bid due date.
