About this opportunity
The Arizona Department of Forestry and Fire Management issued Request for Quotation (RFQ) BPM007129 for the procurement of office conex and shade structure services for delivery and installation at the Arizona Department of Corrections-Perryville facility in Goodyear, Arizona. The procurement required contractors to supply and install one new 40-foot office conex box equipped with insulation, electrical wiring, partitions, and HVAC equipment; provide exterior finishing work on two existing 40-foot conex boxes; and design, engineer, and install a 40-foot by 40-foot canvas shade structure with gable end half walls. The office conex specifications included a 36-inch commercial-grade metal door, two double-pane windows, spray foam insulation with R-18 to R-21 rating, interior electrical outlets within 6 feet of any wall point, four light fixtures, two interior partitions, and standard flooring. The shade structure required heavy-duty fabric material with a preference for 21-ounce PVC fabric or greater. All pricing was required to be fixed-price and all-inclusive of equipment, tools, supplies, machinery, labor, setup, installation, and delivery. The initial due date of September 12, 2025, at 3:00 PM Arizona Time was extended via Amendment No. 1 to September 17, 2025, at 3:00 PM Arizona Time. Evaluation criteria included lowest responsive price, experience and capacity, and method of approach.
The procurement was restricted to small business contractors as defined in Arizona Administrative Code R2-7-101, unless specific exemptions applied. Contractors were required to carry Commercial General Liability insurance with a $2,000,000 general aggregate limit, Workers' Compensation insurance with statutory limits, and an Installation Floater policy. All contractor staff involved in on-site installation required criminal history clearance through the Arizona Department of Corrections and Rehabilitation and Reentry three business days prior to on-site arrival. The aggregate contract spend across all awarded contractors could not exceed $100,000 for the total contract term, with a twelve-month initial contract period and potential extensions not to exceed five years. One responsive offer was received from Phoenix Contracting LLC at $108,905.00, which exceeded both the $100,000 statutory threshold and the Department's available budget, resulting in the cancellation of the initial solicitation on September 19, 2025. A contract award was subsequently made under a revised solicitation process on October 10, 2025.
