About this file
This file comprises pre-solicitation and procurement disclosure documents from the Arizona Department of Forestry and Fire Management (DFFM) for the acquisition of a pre-engineered shade canopy and office Conex unit, identified as solicitation BPM007129. The procurement was initiated through a request memo dated July 25, 2025, from Ted Cooper, Chief Procurement Officer, to Salvador Lozano, Perryville 2 Crew Supervisor. The estimated expenditure for this procurement is $80,000 annually. The requester identified All Star Storage and AZ Containers as potential vendors to be invited to respond. The significant procurement role period was established with the first procurement disclosure statement signed on August 12, 2025, and the estimated delivery or commencement date for the materials and services is October 14, 2025. The solicitation was determined to be issued as a Request for Quotation (RFQ) format.
The procurement indicates that sufficient funds are available for the expenditure in accordance with A.R.S. 35-154. Multiple state employees involved in the procurement process, including Ted Cooper, Salvador Lozano, Athena Fierro, Ron Towles, and other staff members, executed Annual Procurement Disclosure Statements (SPO Form 110) and Procurement Disclosure Statements (SPO Form 120) to document their significant procurement roles and confirm the absence of conflicts of interest. These disclosure statements confirm that participants have not communicated with potential offerors regarding specifications or confidential information, maintain strict confidentiality regarding procurement proceedings, and understand the restrictions on employment discussions with competing vendors for one year following the commencement of delivery or services as mandated by A.R.S. 41-753.
