About this opportunity
The Town of Manchester, Connecticut is soliciting a Request for Proposals for concrete repairs at the Hockanum River Water Pollution Control Facility located at 120 Thrall Road in Manchester, Hartford County. The project scope encompasses the replacement and repair of concrete damaged by wear and tear, salt use during winter months, water exposure, chemicals, and hydrogen sulfide gases at the wastewater treatment plant, including work on tanks, walls, floors, channels, clarifiers, and walkways. A mandatory pre-bid meeting is scheduled for March 12, 2026 at 10:30 a.m., with a question submission deadline of March 16, 2026 at 4:00 p.m., and proposals due electronically by March 19, 2026 at 11:00 a.m. via the Town of Manchester Procurement Portal. Evaluation of proposals will be based equally on four criteria, each weighted at 25 percent: plan and methods for concrete repair and replacement, schedule with minimal disruption to 24-hour wastewater operations, overall cost, and experience with concrete repairs and replacement. Successful bidders must furnish performance and labor and materials bonds equal to 100 percent of the contract price within ten business days of award, maintain workers' compensation insurance, commercial general liability of $1,000,000 combined single limit with $2,000,000 aggregate, automobile liability of $1,000,000, and umbrella/excess coverage of $1,000,000. All proposals must be submitted electronically; hard copies will not be accepted, and proposals may not be withdrawn for 90 days after bid opening.
The contract is subject to the Town of Manchester Living Wage Ordinance, which applies to contracts exceeding $25,000 in any fiscal year and requires covered employers with 25 or more eligible employees to pay a living wage of $17.78 per hour for employees with comprehensive health benefits or $26.07 per hour for those without such benefits. Bidders may claim exemption from living wage ordinance requirements based on employing fewer than twenty-five eligible employees, an annual contract value below $25,000, or operating as a charitable foundation, charitable trust, or nonprofit organization exempt from federal income taxation under Section 501 of the Internal Revenue Code. A Living Wage Certification Form must be completed and returned as part of the bid submission, with failure to do so potentially resulting in bid rejection. Federal excise taxes and Connecticut sales taxes must not be included in bid prices. No specific incumbent vendors, existing contractors, or award value range is indicated in the solicitation documentation.
