About this file
This is a Request for Proposals document issued by the Town of Manchester, Connecticut for concrete repairs at the Hockanum River Water Pollution Control Facility located at 120 Thrall Road in Hartford County. The project scope encompasses the replacement and repair of concrete damaged by wear and tear, salt exposure, water contact, chemicals, and hydrogen sulfide gases, with work to be performed on tanks, walls, floors, channels, clarifiers, and walkways. A mandatory pre-bid meeting is scheduled for March 12, 2026 at 10:30 a.m. Questions must be submitted by March 16, 2026 at 4:00 p.m., and proposals are due electronically through the Town of Manchester Procurement Portal by March 19, 2026 at 11:00 a.m. Proposals may not be withdrawn for 90 days after bid opening.
Evaluation of proposals will be weighted equally across four criteria at 25 percent each: plan and methods for concrete repair and replacement, schedule with minimal disruption to 24-hour wastewater operations, overall cost, and bidder experience with concrete repairs and replacement. Successful bidders must provide performance bonds and labor and materials bonds equal to 100 percent of the contract price within ten business days of award and maintain workers' compensation insurance, commercial general liability coverage of $1,000,000 combined single limit with $2,000,000 aggregate, automobile liability of $1,000,000, and umbrella/excess coverage of $1,000,000. The contract is subject to the Town of Manchester Living Wage Ordinance, which applies to contracts exceeding $25,000 in any fiscal year and requires covered employers with 25 or more eligible employees to pay $17.78 per hour with comprehensive health benefits or $26.07 per hour without such benefits. Bidders may claim exemptions based on fewer than 25 eligible employees, annual contract value below $25,000, or tax-exempt status under IRC Section 501. A Living Wage Certification Form must be submitted with the bid. Federal excise taxes and Connecticut sales taxes must be excluded from bid prices.
