About this file

This is a Request for Proposals document from the Town of Manchester, Connecticut for concrete repairs at the Hockanum River Water Pollution Control Facility located at 120 Thrall Road in Hartford County. The project scope includes replacement and repair of concrete damaged by wear and tear, salt exposure, water, chemicals, and hydrogen sulfide gases affecting tanks, walls, floors, channels, clarifiers, and walkways at the wastewater treatment plant. A mandatory pre-bid meeting is scheduled for March 12, 2026 at 10:30 a.m., with a question submission deadline of March 16, 2026 at 4:00 p.m. and electronic proposals due by March 19, 2026 at 11:00 a.m. through the Town of Manchester Procurement Portal. Proposals will be evaluated equally on four criteria weighted at 25 percent each: plan and methods for concrete repair and replacement, schedule with minimal disruption to 24-hour operations, overall cost, and bidder experience with concrete repairs and replacement.

Successful bidders must furnish performance and labor and materials bonds equal to 100 percent of the contract price within ten business days of award. Insurance requirements include workers' compensation coverage, commercial general liability of $1,000,000 combined single limit with $2,000,000 aggregate, automobile liability of $1,000,000, and umbrella/excess coverage of $1,000,000. The contract is subject to the Town of Manchester Living Wage Ordinance, applicable to contracts exceeding $25,000 in any fiscal year, requiring covered employers with 25 or more eligible employees to pay $17.78 per hour for employees with comprehensive health benefits or $26.07 per hour without such benefits. Bidders may claim exemption based on employing fewer than twenty-five eligible employees, annual contract value below $25,000, or operating as a charitable organization exempt under Section 501 of the Internal Revenue Code. A Living Wage Certification Form must be completed and submitted with proposals. Federal excise taxes and Connecticut sales taxes must be excluded from bid prices. Proposals may not be withdrawn for 90 days after bid opening, and hard copies will not be accepted.
