A mandatory pre-bid meeting is scheduled for March 12, 2026 at 10:30 a.m. The deadline for submitting questions is March 16, 2026 at 4:00 p.m., and proposals must be submitted electronically through the Town of Manchester Procurement Portal by March 19, 2026 at 11:00 a.m. Proposals will be evaluated equally on four criteria weighted at 25 percent each: plan and methods for concrete repair and replacement, schedule with minimal disruption to 24-hour wastewater operations, overall cost, and experience with concrete repairs and replacement.

The contract is subject to the Town of Manchester Living Wage Ordinance, which applies to contracts exceeding $25,000 in any fiscal year and requires covered employers with 25 or more eligible employees to pay $17.78 per hour for employees with comprehensive health benefits or $26.07 per hour for those without. Bidders may claim exemptions based on employing fewer than 25 eligible employees, annual contract value below $25,000, or operating as an exempt nonprofit organization. A Living Wage Certification Form must be completed and submitted with the bid. Federal excise taxes and Connecticut sales taxes must not be included in bid prices. Proposals may not be withdrawn for 90 days after bid opening. No specific award value range is indicated in the solicitation.
