About this file

This is a Request for Proposals document from the Town of Manchester, Connecticut for concrete repairs at the Hockanum River Water Pollution Control Facility located at 120 Thrall Road in Manchester, Hartford County. The project scope includes the replacement and repair of concrete damaged by wear and tear, salt use during winter months, water exposure, chemicals, and hydrogen sulfide gases, with work encompassing tanks, walls, floors, channels, clarifiers, and walkways at the wastewater treatment plant. A mandatory pre-bid meeting is scheduled for March 12, 2026 at 10:30 a.m., with a question submission deadline of March 16, 2026 at 4:00 p.m., and proposals due electronically by March 19, 2026 at 11:00 a.m. via the Town of Manchester Procurement Portal. Evaluation of proposals will be based equally on four criteria weighted at 25 percent each: plan and methods for concrete repair and replacement, schedule with minimal disruption to 24-hour wastewater operations, overall cost, and experience with concrete repairs and replacement.

Successful bidders must furnish performance and labor and materials bonds equal to 100 percent of the contract price within ten business days of award and maintain workers' compensation insurance, commercial general liability of $1,000,000 combined single limit with $2,000,000 aggregate, automobile liability of $1,000,000, and umbrella/excess coverage of $1,000,000. The contract is subject to the Town of Manchester Living Wage Ordinance, which applies to contracts exceeding $25,000 in any fiscal year and requires covered employers with 25 or more eligible employees to pay a living wage of $17.78 per hour for employees with comprehensive health benefits or $26.07 per hour for those without such benefits. Bidders may claim exemption based on employing fewer than twenty-five eligible employees, an annual contract value below $25,000, or operating as a qualified nonprofit organization. A Living Wage Certification Form must be completed and submitted with the bid. Federal excise taxes and Connecticut sales taxes must not be included in bid prices. All proposals must be submitted electronically; hard copies will not be accepted, and proposals may not be withdrawn for 90 days after bid opening.
