The project encompasses the replacement and repair of concrete damaged by wear and tear, salt exposure, water contact, chemicals, and hydrogen sulfide gases at the wastewater treatment facility, including work on tanks, walls, floors, channels, clarifiers, and walkways. The contract is subject to the Town of Manchester Living Wage Ordinance, applicable to contracts exceeding $25,000 in any fiscal year, requiring covered employers with 25 or more eligible employees to pay $17.78 per hour with comprehensive health benefits or $26.07 per hour without such benefits. Bidders may claim exemptions based on employing fewer than 25 eligible employees, annual contract value below $25,000, or operating as a tax-exempt charitable or nonprofit organization. A Living Wage Certification Form must be completed and submitted with the bid, and failure to do so may result in bid rejection. Federal excise taxes and Connecticut sales taxes must not be included in bid pricing. No incumbent vendor, existing contractor information, or award value range is specified.
