About this opportunity

The City of Detroit Office of Contracting and Procurement, on behalf of the Detroit Department of Public Works, is soliciting qualified contractors through a Request for Quote (RFQ No. 545336) to provide concrete repair materials and services at DDOT bus stops and facilities. The procurement encompasses twelve line items including mobilization and demobilization, concrete pad installation at 4-inch and 6-inch thicknesses in various dimensions, hot tar crack sealing, concrete removal, catch basin rebuilding at multiple depths up to 48 inches, new catch basin covers, and asphalt cold patching. Concrete pads must comply with US Department of Transportation ADA Standards for Transportation Facilities and meet specifications including 6-inch minimum thickness for bus stop landing pads, 3,500 psi concrete mix, proper slope, and expansion material requirements. Respondents must demonstrate a minimum of three years of relevant experience in similar services, provide at least three business references from the past five years for projects of comparable size and scope, and submit a bondability letter dated within the last 12 months. The RFQ requires submission of completed Respondent Questionnaire, required affidavits and forms, Certificate of Insurance, and detailed pricing through the Bonfire procurement portal; questions are due by April 2, 2026, and proposals are due by April 13, 2026, at 3:00 PM EST. All pricing must be all-inclusive of labor, travel, mileage, materials, equipment, tools, and supplies, with bidders responsible for all travel-related expenses that will not be reimbursed by the City.

The procurement is open to all qualified contractors, though Detroit-based businesses are eligible for equalization credit of up to 12 percent above the lowest responsible bid or $100,000, whichever is less, provided they submit a CRIO-issued Detroit Based Business certificate. All successful respondents must comply with Davis-Bacon prevailing wage requirements established by the U.S. Department of Labor for Wayne County, with hourly rates ranging from approximately $16.38 to $65.45 depending on trade classification, and must provide one hour of paid sick leave for every 30 hours worked. A 5 percent bid bond and 25-100 percent payment and performance bond are required, along with Workers' Compensation insurance with Michigan statutory limits, Commercial General Liability insurance with a minimum combined single limit of $1,000,000 per occurrence and $2,000,000 aggregate, and Automobile Liability insurance with a minimum combined single limit of $1,000,000. Prior to City Council approval, successful respondents must obtain Treasury Clearance and System of Awards Management (SAM) registration and submit notarized City of Detroit Consolidated Affidavits addressing hiring policies, slavery era records disclosures, prison industry and immigration detention system records disclosures, covenant of equal opportunity compliance, and political contributions statements. The contract term is three years with renewal options contingent upon Detroit City Council approval and Chief Procurement Officer signature, with the City anticipating one or multiple awards. Standard payment terms are NET 30 days from invoice receipt date following receipt of both the Contract Purchase Agreement and Standard Purchase Order, with no work commencement permitted based on intent letters alone.
