About this opportunity

The State of West Virginia, on behalf of the Department of Health Facilities and Marshall County, is soliciting bids for concrete pad, fencing, and bollard replacement and installation at Welch Community Hospital located at 454 McDowell Street, Welch, West Virginia 24801. This Agency Request for Quote (ARFQ WEH2500000014) encompasses three primary deliverables: removal of existing fencing, bollards, concrete pad, and associated debris; installation of one new monolithic concrete pad engineered and coordinated with Air Products according to specification drawings; and installation of approximately 19 bollards (6-inch diameter schedule 40 galvanized steel pipe) and approximately 12 feet of commercial-grade chain link fencing (96 inches in height with 9-gauge galvanized link, 3 strands of 4-point barbed wire, and one 4-foot clearance gate). All work must comply with applicable West Virginia and international building codes, ASTM, ANSI, NFPA, NEC, and ASHRAE standards, and must obtain approval from the West Virginia State Fire Marshal and other applicable governmental authorities. Award shall be made to the lowest qualified bidder meeting all specifications. A mandatory pre-bid meeting is scheduled for May 6, 2025, at 1:30 PM at Welch Community Hospital; the question deadline is May 9, 2025, at 1:30 PM; and sealed bids must be submitted to the Office of Shared Administration Operations/Purchasing, Attn: Theresa J. Dorsey, One Davis Square, Room 111, Charleston, West Virginia 25301, by May 27, 2025, at 1:30 PM. Vendors must submit complete pricing pages through WVOASIS or as electronic documents, with failure to do so resulting in disqualification, and must acknowledge receipt of all addenda issued for the solicitation.

All bidders must comply with applicable state and federal procurement requirements, including submission of a notarized Purchasing Affidavit certifying no outstanding monetary obligations to the state or political subdivisions, a Drug Free Workplace Conformance Affidavit confirming compliance with West Virginia Code 21-1D, and a Bid Bond equal to 5 percent of the total bid amount from a surety licensed in West Virginia. Additionally, all successful bidders will be required to furnish a Performance Bond and a Labor and Material Payment Bond in the full contract amount, with surety companies required to waive notice of alterations or time extensions. The solicitation is subject to federal funding provisions under 2 C.F.R. 200.317 through 200.327, mandating compliance with Davis-Bacon prevailing wage requirements for construction work, debarment and suspension screening through the System for Award Management (SAM), domestic preferences for U.S.-produced materials, and anti-kickback standards; vendors must execute the "Required Contract Provisions for Non-Federal Entity Contracts Under Federal Awards" document to be considered for award. No specific incumbent vendor information, set-asides for disadvantaged business enterprises, or award value ranges are identified in the available solicitation documents; however, the project scope and specifications indicate this is a specialized construction project requiring demonstrated experience with similar concrete pad, fencing, and bollard installations for healthcare facility infrastructure.
