About this opportunity

Dallas Independent School District is requesting proposals for concrete and asphalt paving services on a district-wide, as-needed basis with proposals due October 15, 2026. The RFP carries a Dallas ISD aspirational Small Business Enterprise (SBE) goal of 30 percent of total contract dollar value; SBE participation scoring carries up to 20 percentage points, with point allocation for SBE enhancements and capacity building (up to 3 points), SBE references (up to 2 points), certified SBE participation through joint venture or prime subcontractor teaming (up to 5 points), subcontractor utilization with certified SBEs (up to 5 points), and an SBE participation plan (up to 5 points). Vendors using only non-certified SBE subcontractors must demonstrate good faith effort in engaging certified SBEs or face point deductions. Incomplete, unsigned, or unreturned SBE Compliance Guidelines and Forms result in a zero score for the SBE component.

The scope covers sidewalk replacement, blacktop resurfacing, school parking lot repairs at campuses, and athletic and district facility improvements across all DISD locations. Services are procured on an as-needed basis for district-wide use. The contract is structured as an initial three-year term with two successive one-year renewal options, not to exceed five years total, subject to long-range district needs and mutual consent. Either party must provide written notice at least ninety days prior to contract expiration to decline renewal; failure by the District to timely exercise renewal options terminates all remaining options.

The procurement is issued in accordance with Title 2 of the Code of Federal Regulations Part 200 and may utilize local, state, federal, and grant-funded program dollars. All vendors are encouraged to participate, including sole source providers. Vendors must submit proof of general liability insurance ($1 million per occurrence / $2 million aggregate) and workers' compensation coverage as required by Texas law. Pricing must remain firm for a minimum of 120 calendar days following receipt and opening. The District reserves the right to award to a single or multiple vendors and is not obligated to purchase estimated quantities. All deliveries are F.O.B. destination with prepaid shipping. Invoices are payable net 30 days after acceptance. Required forms include completed W-9, Conflict of Interest Questionnaire (CIQ), Certificate of Interested Parties (Form 1295), and SBE Compliance Guidelines and Forms. All master agreements must be signed by all parties and notarized.
