About this opportunity
The Florida Department of Law Enforcement (FDLE), Information Technology Services Division is issuing a Request for Information (RFI) regarding the modernization of the Computerized Criminal History (CCH) and Criminal Justice Information Services (CJIS) Data Collections Systems. This procurement seeks vendor input on providing a Software-as-a-Service (SaaS) solution to manage criminal justice data, including arrest records, crime statistics, and background screening services for the state of Florida, with primary jurisdiction in Leon County. The current CCH system maintains records on more than 7.8 million subjects and processes approximately 500,000 arrest records annually from Florida law enforcement agencies. Key requirements include hosting in GovCloud or an alternative FBI CJIS Security Policy-compliant cloud provider with data maintained within the continental United States; 24/7/365 system availability and monitoring; multi-factor authentication and single sign-on capabilities; AI ad-hoc reporting within a dedicated environment; and FBI CJIS compliance with federal and state security standards. Personnel assigned to the contract must undergo comprehensive background investigations including fingerprint checks, drug screening, and criminal history review prior to system access. Vendor questions are due May 13, 2026 at 5:00 PM Eastern Time, with FDLE responses anticipated by May 27, 2026, and vendor RFI responses must be submitted by June 10, 2026 at 12:00 PM Eastern Time. This RFI is informational in nature and does not constitute a contract award; however, responses will inform the development of a subsequent competitive procurement.
The RFI document does not specify any set-aside designations or restrictions on the types of organizations eligible to respond. No incumbent vendors or current contractors are identified in the available documentation. Vendors are instructed to submit general pricing information only rather than specific price quotes to preserve their ability to bid on future related procurements, and no award value or budget range is provided in this RFI phase. Contractors are expressly prohibited from performing services or storing data outside the United States and must provide Service Organization Control Type 2 or 3 reports annually, comprehensive disaster recovery plans, and an exit strategy for cloud services. Information exchange meetings with selected vendors may be scheduled at a later date. All communications regarding this opportunity must be directed to the Procurement Officer, Angela Githens, in writing by email, with RFI No. FDLE-RFI-2643 referenced in the subject line.
