About this file
This is an Addendum #1 to a Request for Information (RFI) issued by the Florida Department of Law Enforcement (FDLE), Information Technology Services Division, regarding the modernization of the Computerized Criminal History (CCH) and Criminal Justice Information Services (CJIS) Data Collections Systems. The addendum provides responses to 103 vendor questions received during the RFI phase. FDLE is seeking vendor information on Software-as-a-Service (SaaS) solutions, cloud modernization services, systems integration capabilities, managed services, and implementation approaches for managing criminal justice data including arrest records, crime statistics, and background screening services. The current CCH system maintains records on more than 7.8 million subjects and processes approximately 500,000 arrest records annually from Florida law enforcement agencies. Vendor questions were due May 13, 2026, and FDLE's responses were issued May 26, 2026. Vendor RFI responses are due June 10, 2026 at 12:00 PM Eastern Time. FDLE may hold optional information exchange meetings with selected vendors, which may include demonstrations of proposed products or services. The RFI is informational in nature and does not constitute a contract award; however, responses will inform development of a subsequent competitive procurement.
Key requirements identified in the vendor Q&A include hosting in GovCloud or an alternative FBI CJIS Security Policy-compliant cloud provider with data maintained within the continental United States; 24/7/365 system availability; multi-factor authentication and single sign-on capabilities; AI ad-hoc reporting within a dedicated, single-tenant environment where FDLE data is not used for training public or generalized models; and full compliance with FBI CJIS Security Policy and applicable State of Florida security requirements. FDLE indicated openness to various solution approaches including modular or integrated platforms, separate or combined CCH and Data Collections solutions, prime/subcontractor teaming arrangements, and multiple procurement structures. FDLE is not providing specific transaction volume projections, current vendor operational details, contractual relationship information, or a target go-live date at this time. Vendors should provide general budgetary pricing information and assumptions rather than specific price quotes, and are encouraged to submit information regarding service level targets, implementation timelines, phased approaches, and migration methodologies. Personnel assigned to the contract must undergo comprehensive background investigations including fingerprint checks, drug screening, and criminal history review prior to system access. The RFI document does not specify set-aside designations, award values, budget ranges, or identify incumbent vendors.
