Key deliverables include developing a Community Engagement Plan, conducting at least two engagement events per quarter, creating a community-driven vision and branding, performing a needs assessment, implementing a leadership/capacity building program, and coordinating a Community Ambassador program. The consultant must work with neighborhood leaders, city staff, and local stakeholders to guide the process, facilitate community visioning through non-traditional means, collect data, and develop cross-sector partnerships. The project is envisioned as a 4-year effort, with the first two years focused on intensive community engagement and planning. The proposal submission deadline was March 23, 2023, with a pre-proposal meeting held on March 2, 2023.

The RFP does not explicitly specify set-aside designations, but the documents include provisions for minority and women's business enterprise participation and disadvantaged business enterprise guidelines. Contractors must comply with federal transit administration terms, including equal employment opportunity requirements and Buy America provisions. The contract budget is up to $200,000 per year for two years, with potential contract renewal until December 31, 2026. The project emphasizes a comprehensive approach to neighborhood transformation, focusing on built environment, housing, services, job opportunities, education, economic development, and community safety. Additional compliance requirements include federal regulations on civil rights, labor standards, environmental protections, and various certification requirements across multiple domains.
