About this opportunity

The City of Mableton, Georgia issued Request for Proposal (RFP) 26-03 on January 29, 2026, seeking a comprehensive Community Development, Code Enforcement, and Building Official software solution from qualified firms. The procurement encompasses a cloud-based, fully integrated platform to support permitting, plan review, inspections, code enforcement, case management, and related regulatory functions across municipal departments. Deliverables include implementation, configuration, data migration from the legacy CloudPermit system, training, and ongoing support services. The system must support multiple application types including building permits, electrical/mechanical/plumbing/gas permits, trade permits, certificates of occupancy, zoning and planning applications, land development applications, business licenses, and code enforcement cases, with required integrations to GIS (preferably Esri ArcGIS), financial/ERP systems, and public safety enforcement functions. Additional requirements include digital plan review, digital stamping, interactive zoning maps, public engagement portals, and data migration of active permits, open inspections, code enforcement cases, attachments, and plan documents. Vendors must demonstrate public sector qualifications and experience, technical capability and system functionality, implementation plan and training capacity, security and compliance controls, and local government support capability. Proposals are evaluated on a 100-point scale comprising approach and methodology (10 points), public sector qualifications and experience (20 points), technical capability and system functionality (30 points), implementation plan and training (10 points), security, compliance, and risk controls (15 points), local government support and capacity (5 points), and cost and value (10 points). Key deadlines include questions due February 6, 2026 at 4:30 PM EST, addenda released by February 13, 2026 at 4:30 PM EST, proposals due March 2, 2026 at 4:30 PM EST (extended to March 4, 2026), evaluation completion by March 20, 2026 at 4:30 PM EST, and consultant selection to follow evaluation, subject to final approval by the Mayor and City Council. The resulting contract may be renewed for four additional twelve-month terms, with anticipated implementation kickoff in Q4 2026, and the City is open to phased implementation approaches.

No set-aside designations or restrictions limiting the types of organizations that can respond are identified in the procurement documents. However, vendors must provide proof of business registration in Georgia, a business license for Cobb County, and documentation of financial capability to perform. All vendors must comply with Georgia's Illegal Immigration Reform and Enforcement Act of 2011 and E-Verify requirements, with compliance demonstrated through executed affidavits; companies headquartered outside the United States, including Canada, may submit proposals if an eligible U.S. citizen or lawfully present individual executes the required affidavit. The current infrastructure utilizes the CloudPermit legacy system, from which data migration is required. Third-party security audits such as SOC 2 Type II and ISO 27001 certifications are strongly preferred. The City concurrently issued RFP 26-02 for an ERP/financial system and expects the selected Community Development solution to support integration with the future ERP platform, requiring prime vendor accountability with single-point responsibility, though integrated partner solutions are acceptable if integration is seamless and supported long-term. The RFP does not specify a budget amount or award value range; vendors must submit detailed, itemized cost proposals including one-time implementation costs, annual licensing or subscription fees, training and support costs, optional modules, cost escalation assumptions, and total cost of ownership over the initial contract term, with escalators clearly disclosed and justified to reflect best value. Eleven companies submitted proposals, including The Davenport Group USA, Ltd., Granicus, BS&A Software, Harris Computer, KCI Technologies, Inc., CivicPlus, OpenGov, Tyler Technologies, Inc., Avocette Technology Together, and Intuitive Municipal Solutions.
