About this file
This is Addendum II to RFP 26-03 issued by the City of Mableton, Georgia, for Community Development, Code Enforcement, and Building Official Software. The addendum provides vendor clarifications and responses to questions submitted by Harris Computer, CivicPlus, Granicus, OpenGov, Avocette Technology Together, and Tyler Technologies, Inc. The proposal due date has been extended to March 4, 2026 at 4:30 p.m. The City anticipates implementation kickoff in Q4 2026 and is open to phased implementation approaches. The solicitation requires a unified software solution supporting multiple application types including building permits, electrical/mechanical/plumbing/gas permits, trade permits, inspections, certificates of occupancy, zoning and planning applications, land development applications, business licenses, and code enforcement cases. The system must integrate with GIS (preferably Esri ArcGIS), financial/ERP systems, public safety enforcement functions, and support digital plan review, digital stamping, interactive zoning maps, and public engagement portals. Data migration from the legacy CloudPermit system is expected, including active permits, open inspections, code enforcement cases, attachments, and plan documents.
The City will not disclose specific budget amounts, user counts, record volumes, or internal workload metrics but has identified funding for the project. Proposers must submit competitive pricing reflecting best value and total cost of ownership for the initial contract term and any renewal options, with escalators clearly disclosed and justified. The City requires a prime vendor with single-point accountability; integrated partner solutions are acceptable provided integration is seamless and supported long-term. The City will utilize its standard professional services agreement, which will be provided to the selected finalist for negotiation. Proposers must demonstrate compliance with Georgia law (O.C.G.A. 50-36-1) through executed affidavits; companies headquartered outside the United States, including Canada, may submit proposals if an eligible U.S. citizen or lawfully present individual executes the required affidavit. Third-party security audits such as SOC 2 Type II and ISO 27001 are strongly preferred. The City is concurrently issuing RFP 26-02 for an ERP/financial system and expects the selected Community Development solution to support integration with the future ERP platform.

Exhibit B – Affidavit Verifying Status for Public Benefit Application (O.C.G.A. § 50-36-1) The intent of Exhibit B is to ensure compliance with Georgia law for entities seeking to receive a public benefit from the City. The affidavit applies to the individual executing the affidavit on behalf of the proposer, not to the corporate headquarters location itself.
A company headquartered outside of the United States, including Canada, is not prohibited from submitting a proposal under this RFP, provided that:
− The affidavit is executed by an individual who meets the statutory requirements under
O.C.G.A. § 50-36-1, and − All other contractual, legal, and statutory requirements outlined in the RFP are satisfied.
As you noted, having a qualified U.S. citizen or lawfully present individual from your executive leadership sign the affidavit and related documents would be acceptable, provided the affidavit is completed accurately and in accordance with the statute.
Project Budget The City has identified funding for this project; however, a specific budget amount or historical cost information will not be disclosed as part of the solicitation process.
Proposers are encouraged to submit competitive, transparent pricing that reflects best value, total cost of ownership, and scalability over the initial term and any renewal options.
All responses provided are for clarification purposes only and do not modify the RFP. Any material changes or additional clarifications, if necessary, will be issued through a formal addendum.

ADD:
2. CivicPlus Thank you to CivicPlus for your review of RFP No. 26-03 – Community Development, Code Enforcement, and Building Official Software and for submitting your questions ahead of the deadline.
1. Please see the City of Mableton’s responses below.
2. System Integrations (GIS, Financial, Public Safety)
3 | Page
3. The City anticipates the need for integration with GIS, financial systems, and enforcement related public safety functions; however, the City is currently in a transition phase and certain enterprise systems are subject to change.
4. − GIS: The City utilizes a standard municipal GIS platform and expects proposed solutions to demonstrate compatibility with common GIS environments.
5. − Financial / ERP: The City has issued a separate RFP for a new ERP/financial system. The selected solution under this RFP should support integration with a future ERP.
6. − Public Safety / Enforcement Systems: Integration expectations are primarily related to enforcement workflows and data sharing, not real time dispatch or emergency response systems.
7. "Both real-time and scheduled/batch integrations may be proposed".
8. Proposers should clearly describe their recommended integration approach, capabilities, and any dependencies.
9. Data Migration Scope
10. The City expects migration of active and relevant historical data across permitting, code enforcement, and related records from existing systems. Proposers should:
11. − Describe their approach to data discovery and assessment.
12. − Identify assumptions regarding data quality and structure.
13. − Distinguish between full historical migration and partial migration with archival access.
14. The City is open to a phased or hybrid migration strategy, provided it is clearly defined and supports operational continuity and records retention requirements.
15. Contracting & Pricing Structure for Unified Solutions
16. If a proposed solution includes multiple tightly integrated components (Community Development and Code Enforcement delivered as a unified platform), the City is open to a single master agreement with combined pricing, support, and service levels.
17. Alternatively, proposers may present clearly defined line item pricing under a unified delivery and support model. Regardless of structure, pricing and responsibilities must be transparent, non-duplicative, and aligned with the RFP requirements.
All responses provided are for clarification purposes only and do not modify the RFP. The City reserves the right to issue formal addenda should any material clarification or change be required.
3. Granicus Addendum Response – Functional & Technical Clarifications

The key requirement is seamless integration, single sign-on capability, centralized record retention, and unified workflow tracking. The solution must not create fragmented records or duplicative data entry.
2. Digital Stamping
Digital stamping may occur:
− Within the permitting system or − Within an integrated plan review tool
However, final stamped documents must automatically sync back to the primary system of record.
The City requires:
− Tamper-proof audit trail − Date/time stamp logging − Reviewer identification − Version control history
