About this opportunity

The City of Long Beach Department of Financial Management is soliciting bids on CNG conversion systems for light and medium duty Ford trucks under ITB FM-23-301, with bids due September 19, 2023 at 11:00 a.m. Pacific Time. The City has issued two addenda: Addendum No. 1 (August 28, 2023) clarified tank type specifications (Type I for underbody-mounted, Type IV for in-bed), and Addendum No. 2 (September 11, 2023) extended the proposal due date. Proposers must acknowledge receipt of both addenda in writing or face disqualification.

The scope covers conversion and installation of complete CNG systems on approximately 90 light and medium duty vehicles across 21 Ford configurations (F-250, F-350, and F-550 models in regular, super, and crew cab styles, with 2WD and 4WD variants where applicable) for model years 2022, 2023, and 2024. Bidders must be Ford-approved Qualified Vehicle Modifiers with CARB certification. Tanks must meet 17 to 27 GGE capacity at 3600 lbs pressure, with Type 1 underbody placement, stainless steel lines, 10 micron filters, solenoid-operated valves, and OEM fuel gauge operation. All conversion installations must include complete schematics and parts manuals, diagnostic and repair training (minimum eight hours) for City Fleet Services technicians, and full vehicle transportation to and from the conversion facility. The contractor must maintain a three-year warranty covering defects in material and workmanship with service within one working day of notification and vehicle return to service within one week of claim submission. Liquidated damages of $25.00 per day apply for delays beyond delivery dates.

The contract term is 24 months from award with three optional one-year extensions at the City's discretion. Price changes after the base period may be negotiated but shall not exceed the Los Angeles-Riverside-Orange County Consumer Price Index. Questions were due August 22, 2023 at 11:00 a.m.; responses were issued August 29, 2023. On September 20, 2023, the City received two responsive bids and issued a Notice of Intent to Award to Landi Renzo, USA Corporation as the lowest responsive bidder. Work shall not commence until a signed purchase order is executed. Inquiries: Ahmed Ali, Buyer I, 562-570-6123, purchasingbids@longbeach.gov.
