CNG Conversion Specifications for Ford Trucks - City of Long Beach

This document is an Appendix B specification sheet for ITB FM 23-301, a competitive invitation to bid issued by the City of Long Beach, California, for the conversion and installation of compressed natural gas (CNG) systems on Ford pickup and service bed trucks. The project encompasses 21 different vehicle configurations across Ford F-250, F-350, and F-550 models in various cab styles (Regular, Super, and Crew Cab configurations) and bed types (standard pickup beds and service beds), totaling approximately 90 units to be completed over a two-year period covering 2023, 2024, and 2025 model years. Vendors must provide all labor, parts, transportation of vehicles to and from the conversion facility, diagnostic and repair training for a minimum of eight hours to City Fleet Services technicians, complete schematics and parts manuals for every installed component, and must be Ford-approved Qualified Vehicle Modifiers (QVM) with CARB certification. The specifications require vendors to state any exceptions to the stated requirements in blank spaces provided; failure to complete all blank spaces will be interpreted as the vendor meeting all specification minimums.

All CNG conversion installations must meet identical technical specifications across vehicle types, including 17 to 27 GGE (gasoline gallon equivalent) capacity tanks at 3600 lbs pressure capacity, Type 1 tanks with underbody placement, stainless steel lines, 10 micron in-line filters, quarter-turn manual shut-off valves, solenoid-operated tank valves, OEM fuel gauge operation, and on-fill-port fuel pressure gauges. The awarded vendor is responsible for all vehicle transportation and must provide a three-year warranty from the date of service placement covering defects in material and workmanship, with repair or replacement at the vendor's expense. Warranty performance requires service within one working day of notification and vehicle return to service within one week of claim submission. Liquidated damages of $25.00 per day apply for delays beyond the specified delivery date, with time being of the essence. The contractor must maintain bi-weekly status updates to the City's Fleet Representative, and all equipment must be picked up and delivered to City of Long Beach Fleet Services Bureau at 2600 Temple Avenue, Long Beach, California 90806.
