The total construction budget is $22 million. Contractors must demonstrate previous job experience within 30% of project cost ($15.4 million minimum), hold a current Georgia General Contractor's license, and maintain bonding capacity for a 100% Performance and Payment Bond on the Guaranteed Maximum Price. Compensation comprises a lump-sum preconstruction services fee and a CM construction phase fee calculated as a percentage of Cost of the Work per AIA Document A133-2009.
Evaluation is weighted as follows: Firm Overview (25 points), Financial Information (50 points), Project Approach (150 points), Project Experience (150 points), and Cost Proposal (125 points), totaling 500 points. Proposals must achieve a minimum 70% noncost score (262.5 of 375 possible points) to enter the competitive range for cost evaluation.
Contractors must comply with the Georgia Security and Immigration Compliance Act, submit Non-Collusion and Contractor Disqualification affidavits, and complete background checks for all employees working on school property. Written questions are due November 18, 2021. Responses and any addenda will be posted by November 30, 2021. Award is anticipated in February 2022.
