About this opportunity

The City of College Park, Georgia, is procuring cleaning supplies, equipment, and custodial-related products through Invitation to Bid (ITB) No. 26-08, with proposals due by August 29, 2025, at 3:00 p.m. EST via BidNet Direct. The solicitation encompasses 34 line items including air fresheners, bleach, brooms, mops, paper towels, toilet tissue, trash bags in various sizes and specifications, soap dispensers, light bulbs and ballasts, and related custodial products for delivery to multiple city locations including fire stations, police stations, recreation buildings, public works facilities, and City Hall. A non-mandatory pre-bid conference will be held virtually on August 8, 2025, at 10:00 a.m. EST, with a questions and clarifications deadline of August 15, 2025, at 3:00 p.m. EST. The resulting contract will be awarded for one year with options to renew for four additional one-year periods. Award will be made to the most responsive and responsible bidder based on evaluation criteria including technical merit (60 points maximum) and cost proposal (40 points maximum), with cost explicitly stated as not always the winning factor. Pricing shall be F.O.B. freight prepaid to College Park, Georgia, exclusive of state sales and use taxes, and vendors may propose alternative or equivalent brands for items with called-out specifications or bid on selected items rather than all line items.

The City of College Park strongly encourages minority-owned, women-owned, and small business owners to submit proposals. Local preference may be provided to businesses with a staffed physical location within College Park city limits that have maintained such location for at least one year and hold a valid City business license, provided their bid is not more than 3 percent higher than the lowest non-local bid. Previous vendors from which the City has procured these products include Southeastern Paper, Diamond Distributors, Associated Paper, and Peoples Janitorial Supplies, as evidenced by the bid tabulation sheet showing responses from 20 vendors with varying price points across product lines. The City does not have a predetermined budget and does not anticipate lead time requirements, ordering products on an as-needed basis from various city departments. The successful bidder must provide Workers' Compensation Insurance in accordance with Georgia law, Commercial General Liability Insurance of $2,000,000 per occurrence, Business Auto Policy with minimum $1,000,000 per claim, and Professional Liability Insurance of at least $1,000,000 per occurrence within ten days of Notice of Award. All bidders must comply with E-Verify requirements under Georgia law and acknowledge receipt of all addenda.
