About this opportunity

The State of California, Department of General Services (DGS), Procurement Division, on behalf of the California Military Department, is procuring Class C Uniforms consisting of 14,410 unisex utility coats/jackets and 14,410 unisex trousers in multiple sizes (XXX Small to XXX Large) for distribution to seven California military academies and cadet corps facilities. The uniforms must be manufactured in accordance with US Army Operational Camouflage Pattern (OCP) Combat Uniform standards from October 2014, constructed from a ripstop 65/35 poly/cotton blend in solid Coyote brown color (Pantone 17-1036TPGm) with a minimum weight of 7 ounces per square yard, and feature specific hardware components including Coyote brown buttons, hook and loop fastener tapes, and YKK zippers or equivalent. All garments must include modified identification labels reading "California Cadet Corps Uniform Unisex" with "Since 1911" and damask woven flag labels reading "CACC" in specified locations. Bidders must submit written questions by April 17, 2026, at 10:00 a.m. PT, with final bids due by April 28, 2026, at 3:00 p.m. PT via email to OTA@dgs.ca.gov (electronic submissions through CaleProcure are prohibited). Required bid submissions include an Agreement Cover Letter, Cost Worksheet, Narrative Response Form, Seller's Permit verification, samples, descriptive literature, and various certifications related to postconsumer content, the Darfur Contracting Act, California Civil Rights Laws, and Generative Artificial Intelligence compliance. Bidders must demonstrate a minimum of five years of continuous business operation, provide documentation of Quality Assurance/Quality Control programs if acting as manufacturers, and submit a minimum of three customer references from work performed within the last five years on similar scope. Delivery must be completed within 150 days of purchase order issuance if issued by June 1, 2026, or within 240 days if issued after that date, with 72-hour advance notification required, and contractors must participate in a pre-production conference within 14 calendar days of award followed by submission of pre-production samples for Military Department approval. Award will be made on an "All or None" basis to the responsive and responsible bidder with the lowest cost, including all applicable preference and incentive calculations.

This procurement includes multiple small business preference programs, with available set-asides and preferences for Disabled Veteran Business Enterprise (DVBE) participants (1-5 percent incentive adjustment), Small Business (SB) preferences, Small Business Nonprofit Veteran Services Agencies (SB/NVSA), Non-Small Business Subcontractor Preference (requiring a minimum 25 percent commitment to certified small businesses), and Target Area Contract Preference Act (TACPA) Preference. All bidders and subcontractors claiming socioeconomic program benefits must perform a Commercially Useful Function (CUF) in accordance with the IFB requirements. No incumbent contractors or existing infrastructure requirements are identified in the solicitation documents. The State reserves the right to increase or decrease individual size quantities by up to 30 percent while maintaining the total quantity of 14,410 units for each garment type, and partial deliveries with corresponding payments are accepted upon receipt, inspection, and acceptance by the Military Department. While specific contract award values are not disclosed in the available documentation, the procurement scope of approximately 28,820 total garment units with manufacturing and delivery requirements suggests a substantial contract opportunity.
