About this file
This is a technical specification document for the State of California, Department of General Services (DGS), establishing minimum requirements for Class C Uniforms (trousers and coats) for the California Military Department, specifically for use by the California Cadet Corps (CACC). The uniforms consist of unisex utility coats and trousers manufactured in accordance with the US Army Operational Camouflage Pattern (OCP) Combat Uniform standards from October 2014, following pattern geometry and layout standards defined in GL-PD-14-04A and GL-PD-14-05A. The specification includes sizing requirements as defined in Tables IIIA and IVA of the referenced standards, though the document does not specify total quantities, response dates, or contract term details. An Addendum #1 was issued on April 22, 2026, providing Question & Answer Set #1, with electronic bid submissions through CaleProcure explicitly prohibited; bids must be submitted in writing according to instructions in the event package.
The utility coat and trousers shall be manufactured from a ripstop 65/35 poly/cotton blend in solid Coyote brown color (Pantone 17-1036TPGm) with a minimum weight of 7 ounces per square yard. Hardware components including buttons, hook and loop fastener tapes, threads, slide fasteners, semi-locking zippers, and YKK zippers (or equivalent) must be Coyote brown. Both garments require modified identification and care labels reading "California Cadet Corps Uniform Unisex" with "Since 1911" added, and both require damask woven flag labels reading "CACC" on both sides, positioned on the coat's left chest pocket and the trousers' right leg upper side cargo pocket. The specification explicitly states that protective coating, EPA toxicity testing, integrated patch kits, and Identification Friend or Foe (IFF) webbing are not required, with IFF loop fastener tape specifications modified for the coat only. The Procurement Official for this solicitation is Carlos Angulo, contactable at (279) 946-7938 or carlos.angulo@dgs.ca.gov.
