Core scope services include earthwork and excavation, gravel and aggregate base construction, concrete-related site preparation, and associated equipment operations, with optional services encompassing paving and surface construction, site preparation and demolition, utility and underground infrastructure, drainage and water management, structural and specialty earthwork, and environmental and emergency services. Qualified bidders must demonstrate relevant experience within the past five years through submission of a minimum of three references, comprehensive qualifications documentation, contractor licenses and certifications, key personnel assignments, available equipment resources, and safety records including Experience Modification Rate (EMR) and Total Recordable Incident Rate (TRIR) data. The contract award will be made to the lowest responsible bidder submitting a responsive bid most advantageous to the public, with GMCS reserving the right to make multiple awards to primary and secondary bidders. All pricing shall be submitted on an hourly unit basis for core scope services on a designated pricing sheet, with material supply pricing also permitted for self-performed work; the contract includes a price adjustment clause allowing escalation for aggregate materials, imported fill, asphalt materials, and fuel-related cost components based on documented supplier increases and U.S. Energy Information Administration diesel prices, subject to specified thresholds and District written approval. The contract term shall run from the award date through June 30, 2027, with the District reserving the option to renew for up to seven additional one-year renewal periods, with the final eligible renewal ending June 30, 2034.
New Mexico resident preference benefits are available to eligible resident businesses, resident native American businesses, resident veteran businesses, and native American veteran businesses that submit valid Resident Preference Certificates issued by the New Mexico Taxation and Revenue Department; the resident veteran preference provides a 10 percent preference discount on solicitations for businesses with prior year revenues not exceeding $3 million, though this affidavit is optional and only required for vendors currently possessing a resident veteran's preference certificate. Bidders must complete and sign an Acceptance and Disclosures Form certifying that they are not suspended, debarred, or ineligible from contracting with the Federal Government, any State agency, or local public body, and must disclose any conflicts of interest involving GMCS employees, board members, or their close relatives. All work requires written Purchase Order authorization, with all material and services quoted F.O.B.
