About this opportunity
Gallup-McKinley County Schools (GMCS) in New Mexico is issuing Invitation to Bid (ITB) 2026-38BK to establish one or more Indefinite Delivery/Indefinite Quantity (IDIQ) unit price contracts for Civil Site Construction and Earthwork Services. The procurement addresses the school district's needs across campus operations, maintenance, capital improvements, transportation infrastructure, athletic facilities, utilities, and emergency response activities. Core services include earthwork and excavation, gravel and aggregate base construction, concrete-related site preparation, and associated equipment operations, with optional services encompassing paving, site preparation, utility infrastructure, drainage management, and environmental services. The District will award contracts based on unit pricing submissions and reserves the right to make multiple awards to different vendors if advantageous. Offerors must demonstrate technical capability, relevant experience, adequate equipment resources, and qualified key personnel; vendors are required to provide a minimum of three professional references from projects completed within the last five years demonstrating similar relevant experience. The written questions deadline is April 7, 2026, with District responses provided by April 8, 2026, and bids must be submitted electronically through the GMCS Bonfire eBidding portal by April 21, 2026, at 2:00 PM Mountain Daylight Time. The contract term extends from the date of award through June 30, 2027, with District options to renew for up to seven additional one-year renewal periods through June 30, 2034. Bids must remain firm for 60 days to allow adequate evaluation time, and all work requires written Purchase Order authorization with Net 30 payment terms.
New Mexico resident preference statutes provide evaluation advantages for Resident Businesses/Contractors, Resident Native American Businesses/Contractors, Resident Veteran Businesses/Contractors, and Native American Veteran Businesses/Contractors; bidders must submit a valid Resident Preference Certificate issued by the New Mexico Taxation and Revenue Department to qualify for consideration, with preferences limited to one classification per bidder and no cumulative benefits. Resident veteran businesses with prior year revenues not exceeding $3 million may qualify for a 10 percent preference discount and must comply with limitations including a maximum of ten consecutive years of eligibility and prohibition against concurrent preference benefits from multiple businesses. All vendors must certify non-collusion, non-debarment status, and absence of conflicts of interest involving GMCS employees or board members; bidders must also acknowledge acceptance of all general and special conditions, specifications, and contract terms. Pricing shall be submitted on an F.O.B. Destination basis with freight prepaid, and the District will not reimburse freight charges; a price adjustment clause applies exclusively to aggregate materials, imported fill, asphalt materials, and fuel-related components, with fuel adjustments triggered only when diesel prices fluctuate more than 10 percent from a base fuel index. No performance, payment, or fidelity bonds are required on this bid, though the District reserves the right to require bonding where applicable and may establish not-to-exceed limits per Purchase Order. The District does not guarantee any minimum quantity of work under the IDIQ contract structure, and no specific budget or award value is disclosed in the solicitation documents.
