This Invitation to Bid (ITB) is issued by Gallup-McKinley County Schools (GMCS) Procurement Office in Gallup, New Mexico, for the establishment of one or more Indefinite Delivery/Indefinite Quantity (IDIQ) unit price contracts for Civil Site Construction and Earthwork Services. The core scope of services encompasses earthwork and excavation, gravel and aggregate base construction, concrete-related site preparation, and associated equipment and operations necessary to support campus operations, maintenance, capital improvements, transportation infrastructure, athletic facilities, utilities, and emergency response activities. The solicitation includes optional services such as paving, site preparation, utility infrastructure, drainage management, and environmental services, as well as non-evaluated material supply options. The ITB was issued March 27, 2026, with a deadline for written questions on April 7, 2026, responses to questions by April 8, 2026, and a bid submission deadline of April 21, 2026, at 2:00 PM Mountain Daylight Time. The contract term runs from the date of award through June 30, 2027, with the District holding the option to renew for up to seven additional one-year renewal periods, with a final eligible renewal date of June 30, 2034.
Pricing shall be submitted on a unit price basis for the core scope services evaluated for award, with separate pricing schedules required for optional services, equipment and operator rates, materials, and haul rates. The District reserves the right to award to one or more offerors and does not guarantee any minimum quantity of work. Payment terms are Net 30 unless otherwise stated, with all shipments on an F.O.B. Destination basis, freight prepaid. A price adjustment clause applies exclusively to aggregate materials, imported fill, asphalt materials, and fuel-related cost components, with fuel adjustments triggered only when diesel prices fluctuate more than 10 percent from the base fuel index established at bid opening, and aggregate adjustments considered when material price increases exceed 8 percent. All work requires written Purchase Order authorization, and the District may establish not-to-exceed limits per PO, require bonding where applicable, and separately procure major capital projects exceeding statutory thresholds. Offerors must demonstrate technical capability, relevant experience, equipment resources, and key personnel qualifications to establish responsibility and competency for contract performance.
