About this opportunity
The Boulder County Housing Authority (BCHA) is soliciting proposals from qualified civil engineering consultants for comprehensive design and engineering services for Phases 2 and 3 of the Willoughby Corner neighborhood in Lafayette, Colorado. The project encompasses civil engineering services for 208 total affordable housing units, including 128 rental homes in Phase 2 and 80 for-sale homes in Phase 3. The selected consultant will provide full-service civil engineering support from entitlement through final construction documents and construction administration, managing critical subconsultants such as surveyors, geotechnical engineers, traffic engineers, and environmental consultants. Key deliverables include site development plans, drainage reports, utility infrastructure plans, erosion control plans, public improvement plans, and construction drawings. The evaluation will utilize a 100-point scoring matrix, with 50 points allocated to Statement of Qualifications, 30 points to Statement of Approach, and 20 points to Proposed Fee Structure. A non-mandatory pre-proposal meeting is scheduled for July 30, 2025, at 8:00 a.m. via Microsoft Teams, with proposals due on August 15, 2025, at 2:00 p.m. through the Boulder County Bonfire portal.
The procurement does not explicitly specify set-aside designations for disadvantaged business enterprises, though the sustainability questionnaire suggests the county considers environmental and social responsibility in vendor selection. The project requires comprehensive insurance coverage, including Commercial General Liability with $1,000,000 per occurrence, Professional Liability of $1,000,000 per loss, and other standard coverage types. While no incumbent vendors are directly mentioned, the project builds upon existing infrastructure from Phase 1, with backbone utilities already installed and a detention pond designed to serve all three phases. The civil engineering contract will operate on an hourly rate basis with a not-to-exceed amount, and construction administration services will be proposed with hourly rates and monthly site meetings. Although specific budget ranges are not explicitly stated, the complexity of the project involving 208 affordable housing units across multiple phases suggests a substantial contract value. The project is part of a larger affordable housing development strategy by BCHA, focusing on creating diverse housing options in Lafayette, Colorado.
