About this file

This is Addendum #1 to RFP 188-25 issued by Boulder County Housing Authority for civil engineering services for Phase 2 and 3 of the Willoughby Corner development project, dated August 6, 2025. The RFP seeks a civil engineer to provide comprehensive services including utility infrastructure design, platting, geotechnical services, environmental assessment (Phase I Environmental Site Assessment), surveying, traffic engineering, record drawings preparation, and construction administration for the concurrent development of Phase 2 (multi-family rental with IDD set-aside units developed by Brikwell) and Phase 3 (for-sale component developed by Vertikal). The civil engineer will coordinate with landscape architects and architects, lead formal conversations with the City of Lafayette, and participate in pre-development meetings, OAC meetings, and City Council meetings as required. Proposals are due August 15, 2025, at 2:00 PM through the Boulder County Bonfire portal, with BCHA anticipating prompt selection following the deadline.

The addendum provides 47 questions and answers clarifying project scope and requirements, confirming that backbone utilities were installed during Phase 1 with the detention pond designed to serve all three phases, while Phase 2 and 3 will require full utility infrastructure design. Proposals must include both a total project cost and detailed fee schedule with hourly rates, with construction administration services proposed on an hourly basis with a not-to-exceed amount including at least monthly site meetings. The civil engineer scope excludes construction staking (included in general contractor scope) but includes all subconsultants necessary for project completion, with existing geotechnical, environmental, and traffic studies to be provided after contract award along with Phase 1 CAD files, survey files, and as-built drawings. The project involves a singular PUD amendment process with combined design team meetings for both phases, building upon the existing accepted preliminary site plan and phasing plan for Willoughby Corner that began in 2017.
