About this file

This is a Scope of Work document (188-25) issued by Boulder County Procurement for the Boulder County Housing Authority (BCHA), soliciting proposals from qualified civil engineering consultants for comprehensive design and engineering services for Phase 2 (128 affordable rental homes) and Phase 3 (80 affordable for-sale homes) of the Willoughby Corner neighborhood development in Lafayette, Colorado. The selected consultant will provide complete civil engineering services from entitlement through final construction documents and construction administration, coordinate with a separately selected landscape architect, and manage all necessary subconsultants including surveyor, geotechnical engineer, traffic engineer, and environmental consultant. The scope encompasses site improvements for both public and private infrastructure including grading, utilities, drainage, erosion control, and street improvements, with the firm coordinating efforts between Phase 2 and Phase 3 development teams to ensure cohesive phasing and regulatory compliance.

The document does not specify contract terms, pricing structures, response deadlines, funding amounts, or award dates, focusing instead on detailed technical requirements across four main service categories: entitlement and pre-development support, design and permitting services, construction documentation, and bidding/construction phase support. Key deliverables include Site Development Plan packages, drainage reports, utility infrastructure plans, erosion control plans, public improvement plans, construction drawings, and construction administration services including weekly meetings, submittal reviews, and as-built coordination. The civil engineer must coordinate with City of Lafayette officials, attend public meetings, manage subconsultant integration, and maintain proactive communication with all stakeholders throughout the project duration.
