The Request for Proposal (RFP) was released on September 18, 2025, with responses due by October 21, 2025, at 3:00 pm. A non-mandatory pre-proposal meeting is scheduled for October 1, 2025, via Zoom. The solicitation includes opportunities for Small Business Enterprise (2 points), Minority Owned Business Enterprise (2 points), and Women Owned Business Enterprise (2 points) to receive additional scoring consideration. The contract will award $95,000, with flexibility for vendors to propose one- or two-year implementation models based on their program design and budget justification. The anticipated contract recommendation to City Council is December 4, 2025, with the contract term commencing on the date of execution and remaining in effect until allocated funds are expended. Preferred candidates will demonstrate significant experience in youth programming, hold relevant degrees in fields such as education, public administration, nonprofit management, or youth development, and provide comprehensive staffing plans with key personnel having appropriate certifications.
