About this opportunity
The City of Long Beach Department of Public Works is requesting proposals for citywide parking operations and management services covering seven structures and 16 lots totaling 10,418 parking spaces, with proposals due April 10, 2026 at 11:00 a.m. PDT and a mandatory pre-proposal meeting on March 19, 2026 at 9:00 a.m. PDT. The RFP offers two independent options: Option 1 covers janitorial, traffic control, sweeping, and fire alarm testing services without California Contractors State License Board (CSLB) licensing requirements; Option 2 includes minor and routine maintenance services requiring CSLB licenses (HVAC, plumbing, landscaping, tree trimming, pressure washing, signage, facility striping, bollard repair, concrete spall repairs, and Fire Marshal-required fire safety inspections). Proposers may bid either option separately or submit complete proposals for both. A mandatory pre-proposal meeting is a prerequisite for proposal eligibility.
The contract is subject to California prevailing wage requirements (Labor Code Section 1720 et seq., rate CA LOS 2026-1) and Department of Industrial Relations registration. All contractors and subcontractors must register with the DIR prior to award, with apprenticeship requirements applying to contracts exceeding $30,000 under Labor Code Section 1777.5. The City prioritizes quality and service delivery over lowest cost and will not necessarily award to the lowest-priced proposal.
The contract structure comprises an initial two-year base period with two optional one-year renewals for a maximum five-year term. Services commence July 2026 contingent on City Council approval. Evaluation criteria are weighted as follows: Organizational Capacity and Experience (40%), Method of Approach (20%), Communications and Reporting (20%), and Reasonableness of Cost (20%). Proposers must demonstrate at least two consecutive years of parking management experience generating minimum annual revenues of $2 million and provide five references from similar public sector projects within the past three years.
The City of Long Beach awarded the contract to LAZ Parking California, LLC, scoring 100% against competing vendors Ace Parking Management (93%), Metropolis (75%), and PCAM, LLC (43%). Questions are due March 26, 2026. Required insurance includes $2 million garage liability per occurrence, $1 million workers' compensation, $1 million commercial auto liability, $5 million umbrella liability, $1 million cyber and privacy insurance, and commercial crime coverage. Contractor fee increases are limited to Consumer Price Index adjustments.
