About this file
This document is an exhibit from a City of Long Beach parking operations contract that identifies internal and external stakeholders involved in the project. The stakeholder list includes the Mayor and City Council, whose involvement is necessary because parking operations affect Council Districts 1, 2, 3, and 8, with downtown garages and surface lots located in Districts 1, 2, and 8, and beach lots in Districts 2 and 3. Additional key stakeholders include the Downtown Long Beach Associates (DLBA), the primary business improvement district for downtown; the California Coastal Commission, which has oversight authority over beach surface lots and the Aquarium Parking Structure located in the Coastal Zone; Long Beach Center Loan, LLC, the developer operating the Mosaic development adjacent to Lots A, B, and C; and Site Centers, which manages and operates the Pike Outlets.
The document further identifies residents groups—including the Downtown Residents Council, East Village Association, Ocean Residents Community Association, Villa Riviera, Pacific Gate, and Alamitos Beach—as key stakeholders requiring engagement. Service providers identified include Passport Parking, a mobility management software and payments company providing mobile payment services to multiple city parking facilities, and ChargePoint, which provides electric vehicle charging stations in parking structures and surface lots. The contractor may also be requested to provide design and construction services for capital improvement projects supporting parking operations, procuring parking access and revenue control equipment, signage, security equipment, and other required services and supplies, with reimbursement based on all incurred expenses on a project-by-project basis, excluding late fees.
