Subject: Selection of RFP PW-26-714 – Parking Operations and Management Services
Request for Proposals (RFP) PW-26-714 was released on March 5, 2026, seeking proposals from qualified and experienced firms to provide parking operations and management services to the City of Long Beach (City).
Four (4) proposals were submitted by four organizations, which were reviewed by a panel of three individuals, two from the Department of Public Works and one from the City Manager’s Office. The proposals were evaluated based upon the following criteria:
• Organizational Capacity & Experience – 40% o Parking Operations Experience: Background, qualifications, and experience of the proposer in managing complex parking operations in a high volume dense urban environment. The City will consider the quality of past performance with regard to customer service, reliability of service, and experience working with publicly owned parking facilities. It is highly desirable that the proposer operated as the primary parking facility operator for a municipal parking operation with both parking lots and structures for the past five (5) consecutive years.
o Event Experience: Experience with deploying parking plans for large volume seasonal and event-based parking demands, including television and movie filming, high profile events (e.g. marathons, concerts, conventions), and seasonal beach visitors and tourism.
o Proposer shall demonstrate financial stability o Proposer shall have quality references
• Method of Approach – 20% o Staffing Service Plan: Quality, comprehensiveness, and feasibility of the proposer’s plan for staffing special events and peak parking demand periods, experience of management personnel and suitability of staff training o Customer Service Plan: The proposer is expected to describe performance standards and systems to ensure high quality customer service levels, including during high peak parking demand o Operation Plan: Quality, comprehensive nature, and feasibility of the proposed structure, procedures and methods of operation as presented in the Proposer’s Operations Plan, including incorporation of best practices, performance measurements and reporting, training, and quality control. Brief descriptions of previous experiences should be used as examples of how quality control was achieved with former clients using documented experience
• Communications & Reporting – 20% o Demonstrates understanding of the communication approach and reporting needed to achieve the RFP goals. See Exhibit D – Sample
Security Staff Plan, and Exhibit E – Sample Staff Plan
• Reasonableness of Cost – 20% o The City’s primary objective is to select the Proposer that offers the highest quality services and that will achieve the program goals and objectives within a reasonable budget. In determining and evaluating the best proposals, cost will not necessarily be the controlling factor, but quality, efficiency, utility, suitability, and reputation of the service offered by the Proposer will also be considered with any other relevant factors o Operating Budget: Consultants’ overall operations should encourage cost effective work services in the proposed five-year Operating Budget.
Cost control, performance within budget allocations, prudent accounting practices, management and clear communication with City staff are essential to the success of this program
After reviewing all four proposals, the evaluation panel selected LAZ Parking California, LLC (LAZ), of Los Angeles, CA, to provide the services.
LAZ was selected based on their demonstrated competence and extensive experience in municipal parking operations and management. Their proposal best met the City’s requirements by detailing proven best practices for high volume urban environments and complex event parking. Additionally, LAZ provided a comprehensive staffing and customer service approach, a clear communications strategy, and a highly cost-effective operating budget that aligns with the program's primary objectives.
Final scores for all proposals are shown in the table below.
