This Request for Proposals (RFP) is issued by the City of Long Beach, California, Department of Public Works, seeking qualified parking operations firms to provide field staffing, field management, and comprehensive parking operations for the city's parking system. The City operates seven parking structures and 16 parking lots totaling 10,418 parking spaces, primarily located in downtown and beach areas serving daily and monthly permit customers seven days per week. The RFP offers two bidding options that proposers may pursue independently or simultaneously, requiring separate complete proposals for each option. A mandatory pre-proposal meeting is scheduled for March 19, 2026, at 9:00 AM PDT via Microsoft Teams, with questions due March 26, 2026, and proposals due April 10, 2026, at 11:00 AM PDT via LongBeachBuys.com. The contract is structured as an initial two-year base period with options to renew for two additional one-year periods, with a maximum contract term not exceeding five years. Services are anticipated to commence July 2026, contingent upon City Council approval.

Evaluation of proposals will be weighted as follows: Organizational Capacity and Experience (40%), Method of Approach (20%), Communications and Reporting (20%), and Reasonableness of Cost (20%). Proposers must demonstrate at least two consecutive years of parking management experience generating minimum annual revenues of $2 million and provide five references from similar public sector projects within the past three years. The City prioritizes quality and service delivery over lowest cost and will not necessarily award to the lowest-priced proposal. Contractor fee schedules increases are limited to adjustments in accordance with the Consumer Price Index. The contract is subject to prevailing wage requirements under California Labor Code Section 1720 et seq., with the 2026-1 prevailing wage rate applicable, and contractors must register with the Department of Industrial Relations prior to award.

Contract shall be required to indemnify the City to the same extent as the

Contractor and to maintain insurance in compliance with the provisions of this section.

Contractor shall deliver to City certificates of insurance and original endorsements for approval as to sufficiency and form prior to the start of performance hereunder. If a “Claims-made” policy is accepted, it must provide for an extended reporting period of not less than three (3) years. Such insurance as required herein shall not be deemed to limit Contractor’s liability relating to performance under this

Contract. City reserves the right to require complete certified copies of all said policies at any time. Any modification or waiver of the insurance requirements herein shall be made only with the approval of City Risk

Manager. The procuring of insurance shall not be construed as a limitation on liability or as full performance of the indemnification provisions of this

Contract.
