About this opportunity
The City of Tucson is seeking proposals for a Citywide Moving Services contract through Request for Proposal No. 240229, aiming to establish an annual requirements contract with multiple contractors to provide moving services for all City Departments on an as-needed basis. The scope of services includes comprehensive moving operations for city facilities and public housing units, encompassing packing, transportation, unpacking, and reassembly of office documents, equipment, furniture, and household items. Proposals are due on Wednesday, October 30, 2024, at 2:00 P.M. local Arizona time, with a non-mandatory pre-submittal conference scheduled for Tuesday, October 15, 2024, at 10:00 am via Microsoft Teams. The initial contract term will be one year, with the potential to extend for up to four additional one-year periods. Contractors must provide detailed hourly labor rates for drivers, laborers, and movers during regular and after-hours/holiday periods, and submit pricing for various packing materials and returnable items. While specific evaluation criteria are not explicitly outlined, contractors will be assessed on their ability to meet comprehensive moving service requirements, including inventory management, item safety, and compliance with federal regulations.
The contract is specifically designated to utilize United States Department of Housing and Urban Development (HUD) funding, which mandates compliance with HUD and Section 3 terms and conditions that cannot be modified or negotiated. Contractors must meet Section 3 requirements, which include goals of having 25% of total labor hours performed by Section 3 workers and 5% by Targeted Section 3 workers, such as public housing residents or those living within the project's service area. The opportunity emphasizes economic opportunities for low- and very low-income persons, with businesses qualifying as Section 3 business concerns if they are at least 51% owned by low-income residents or have over 75% of labor hours performed by Section 3 workers. While no specific incumbent vendors are mentioned, the contract is designed to be citywide and available for use across all City of Tucson departments. Although a precise budget range is not specified, the contract will cover moving services for city facilities and public housing units, suggesting a potentially significant annual value. Contractors must also comply with additional federal requirements outlined in attached documents, including American Rescue Plan Act (ARPA) terms, Federal Transit Administration conditions, and various anti-discrimination and procurement standards.
